So if i buy a CA legal new 1911, can i buy this frame and use it? if not, are there any current ca legal 1911s with full dust covers?(under $2k)?

No, the frame is the firearm portion and it must be on the roster unless you have it built up into exempt form. You could always find a cheaper full dust cover 1911 and single shot exempt it. Or if you want the full length dust cover without a light rail you could look at a http://www.lesbaer.com/Monolith.html and have Valkyrie Arms in Milpitas do a single-shot conversion for you. It is also worth mentioning that just swapping frames (or slides, depending on how you word it) isn't all that easy on a 1911. It certainly isn't just a drop in part. There is a whole lot of metal to metal contact going on there. When you buy a new slide for a 1911, it needs to be fit to your particular frame or vice versa. It isn't like a glock where if it fits on one G17, it will fit on another G17.sigpic

There is an exemption to the roster for certain single shot pistols so if you temporarily convert a pistol to single shot with no magazine, it complies with the law.
