Rule about rebuilt mags?

I thought the rule was you can't have more then ten rounds in a mag? I see a lot of people selling rebuilt kits that holds 15,17, and even 31 33 rounds for glocks. I want to buy a 31 round mag for my Glock 19.

Can anybody please tell me the rules on this...

The "rebuild" part refers to rebuilding your pre-ban owned high cap magazines.
