    Quick younger than 21 question

If its legal for some one 18-20 to own a pistol but not able to buy one is it legal for some one in that age group to build a pistol?

To clear it up, working on a 80% ar lower (long arm). Want to know if its legal to make a pistol reviver while not being able to legally buy one.

I was reading a source on 80% lowers and it quoted some one mentioning that it it is legal for one who is 18+ to make a pistol lower depending on state laws and what not. Is it legal here?

Yes, my under 21 year old friend has both built an AK pistol and was given a pistol by one parent.

      So a parent is needed?

For the pistol to be given to the 18-20 year old. But, he/she can build a pistol by themselves.

Sorry, I'm tired at the moment. So to make sure I got this clear.

20 year old can make it but not own it?

It is legal to own handguns at the age of 18 in CA. Since nearly all handgun transfers are required by the State to be done through an FFL, and the Feds require that you must be at least 21 to receive a handgun though an FFL, this results in a de facto ban on handgun ownership for those under 21. There are a few exceptions written into the law concerning transfers, including gifts from parent to a child. But since you are not transferring the firearm at all, but creating it, you don't have to worry about laws concerning the transfer of handguns.

AFAIK State law does not specifically address the private manufacture of handguns when you are under 21. That leads me to think it is perfectly legal, of course that is assuming it is legal for you to own firearms in general.

IANAL. Also I strongly suggest that you pull up the relevant laws and read them for yourself.

Yes, by making it themselves, (80%) they own it.

yes or you wouldnt be here.

by creating it they mean from a 80% lower. not buying a 100% stripped lower that would require an FFL (or parent)
