So I want an off-roster handgun but I'm kind of confused on how the whole process of obtaining one works. If my grandpa has duel residency could he purchase a handgun in his state then legally bring it here and then do an intra-familial transfer of the off-roster gun? Or how does it work?

Define duel residency? I understand what you mean but everyone has a primary residence and this would need to be a state outside of CA.So I want an off-roster handgun but I'm kind of confused on how the whole process of obtaining one works. Well what exactly determines primary residency? Because he owns his house in Ohio yet his absentee ballot gets shipped over to our house over here. What exactly determines primary residence? He has an Ohio Drivers License. Don't think he has a California one. So how would it work?
