I am wondering if a relative living out of state gives me a gun as a PRESENT,do I have to go through all the same steps as if I were buying if from a dealer?Does a gun have to be registered to me if it is given as a present?

Yes, and unless they are your parents, grandparents, the gun (if it's pistol) need to be on roster as well.Taiwan born, Chinese descent, red white and freaking blue America citizen.
