Yes you can.

LEO marked magazines or lower receivers are perfectly legal for normal folks to own. They were made during the Federal Assault Weapons Ban which no longer exists and there are no laws which prevent ownership of "LEO only" marked items.

I'd say so. 10 rounds is 10 rounds. Just as you can get S&W M&P products even if you are not military/police.

Do the mags currently hold more than 10 rounds? If so, I would suggest that your friend take them apart and sell you a bagful of magazine parts, rather than complete mags.
