I have a Gen 2 w/ a hogue grip sleeve and really like it, ...and have no need for an accessory rail (or a trigger guard finger spur).
Gen 2's will be less expensive.
That said, ...If grip sleeves aren't, and accessories are your thing...

I "borrowed" my father's 1st generation Glock 17 (for about the last 10 years) and it was flawless. If you want to accessorize it, then go with a new model. Otherwise I would get whichever model feels better in your hand, assuming they are both in good condition. Can't really go "wrong" either way.Comment

If you just want to shoot the hell out of it, I would go for the gen 3. Some (all???) have the extra pin through the locking block keeps it from tilting and wacking the bottom of the slide. Not an issue really, the older ones just hit the slide and dimples it to a point then stop. I would only go with the gen 1 if you want the look/collectability. A first gen gun will have several "upgrades" (Glock won't call them a recall) available for free. If its never been done, you will basicaly get all new internal parts (firing pin, extractor, firing pin saftey plunger, trigger assembly, etc.) Send it to glock, or find a glock armorer who can get the free upgrade kit and install it.Comment
