I thought this Steyr handgun was banned? and if so, how are some people able to sell them?

The Steyr GB is not banned.
It's just not on the approved list.

So, it can only be transfered by a CA FFL dealer via law enforcement sale or private party transfer or out-of-state intra-familial gift.

The magazines for the Steyr GB can be sold as parts, which can be use to make permanent 10 round magazines or kept as parts and never assembled in CA.
Expect to pay around $150 for one used Steyr GB magazine.
