DO I NEED TO PAY FOR THIS?

I did a PPT in a local FFL, the handgun come with a lock but the clerk automatic charged me a new lock. Even I told him i got gun safe at home plus the gun come with lock, his answer is the lock has to be purchase within 30 days of this transfer.
Is this true?? I did PPT at other location and never hear of such thing....

Yes that is true but if you fill out a safe affidavit you shouldn't have to pay.

depends, some counties/citys seem to have different rules....I have had to buy a lock, I have had only to declare a safe...so it depends....

Safe affidavit is only for rifles and shotguns so you do need a lock receipt dated within the last 30. Depending on the FFL some will let the Seller write a receipt for the lock.

depends on where I have bought handguns within the past week and only needed the safe affidavit....the rules are not statewide, they are more local....

the safe affidavit is only good for long guns, since the feds have their own handgun lock law, and dont' accept the CA safe affidavit.

However, you did buy a handgun lock in the last 30-days. You bought it from the seller when you bought the handgun. perhaps you can have the seller write a receipt stating that he sold you the lock. It really shouldnt matter through. the FFL should be able to note that the handgun came with a lock provided, in the same manner that they note a lock came with handgun from Glock or Springfield.

The requirement is that you're supposed to have 1 lock for every pistol. They require a receipt showing a lock purchase within the last 30 days to prove that you didn't just take a lock off of another gun. However, if the gun being sold to you had a lock in the case, what they did was kinda stupid. It's really just a corporate policy thing.

The rules in question are federal, so it should apply anywhere in the country. You just had a dealer who didn't follow the federal law.

yes some are federal, but I very much doubt all the gun shops that I have used in San Jose are all violating federal law by only asking for the safe affidavit, I really don't "know", so I could be totally wrong, but it is more than one gun shop who did not ask for anything more, only one shop in Livermore made me buy a lock, and even they told me if I bought a lock they would do a "trade" for one and that met the law requirements....

The assumption is that you took the old lock off another gun, so there would still be an unlocked gun. Stupid - yes, but I think it's the law. I just buy a new lock at Wally World and then return it after I've picked up my new gun (since I have a safe).

Like the title said, I don't argue with store emloyees. I just keep the receipt and packaging stuff and return it to the store as soon as I am in that neighborhood. I keep my guns in the safe, and I transport them in locked containers, so I don't need a lock for each HG i own. And paying $10 for a $.30 made in China lock is ridiculous.
