Here is another stupid roster question.

The roster approved P250 is listed as "P250 Compact (Two-Tone) / Stainless Steel, Polymer." Does this really mean that one with a phosphate finished slide is not approved?

pretty much... DOJ views different colors as different guns (ie. Glock Vs. OD Glock, Stainless Vs. Blued)
