Went to the range today with a friend who had an Italian made .36 cal cap and ball revolver. It had never been fired before. When ramming home the balls, a ring of lead was shaved off every one. The weapon fired correctly, but we are concerned about the lead shaving. I "miked" the balls and they are .375". The cylinder bores measured out at .360". Is this differential normal for a cap and ball revolver?

That is normal, and actually, it is a good thing, you should see a shaved ring of lead when you ram down the ball. -

that's normal.
you should also be applying some grease or patching to keep sparks and flame from igniting any other loaded cylinders (chain fire).
