However, the legal minds over on calguns.net have figured out a few mods to make the PLR16 CA legal.
Prior to importation into CA, the PLR16 needs to be configured...
#1) so it will no longer be considered an "assault weapon"
#2) so that it is exempt from the CA DOJ BOF approved list of handguns.
So, what is done is a magazine lock is installed onto the PLR16 and a bobsled (0 round magazine) is locked into place.
This renders the PLR16 into a single-shot pistol.
Since, it is now a single-shot pistol, the PLR16 can be legally imported into CA and transfered by a CA FFL dealer.
After it is transfered, CA law allows the owner of the single-shot pistol to modify it into a semi-auto pistol with a fixed 10 round magazine.
The Kel-Tec PLR16 modified with a magazine lock and a 10 round magazine, is not considered an "assault weapon", therefore it is CA legal.
Current magazine lock available in CA for the PLR16/SU16 is a "bullet button" type, which allows a person to utilize the magazine release by using a tool (tip of a bullet) to operate it.
