    roster transfer question

    this aspect wansn't clear on what I could find .

    Can someone from out of state(say AZ or NV) drive into state(CA) to an FFL to PPT a off roster handgun? Or would the seller HAVE to be a CA resident?

          For it to be a PPT, both parties must be CA residents.
