CA DROS FORM for PPT.

DROS is a process only performed by CA-licensed CA FFLs. There's no longer a form - it's all done via a computer application at the FFL's location.

Which is appropriate, because PPT must go through an FFL in almost all cases.

Yup. dealer's sign up with Cal DOJ and have a secure login to the DROS software online. Even the type of printer they must have is mandated by DOJ.

Let's assume you are asking this because you want to buy/sell a LONG GUN THAT IS MORE THAN 50 YEARS OLD from/to another CA resident. Furthermore, you want to record all the pertinent information usually required on a DROS for YOUR PERSONAL RECORDS. Then use this form

There is no way for a non-licensee to submit this information to the CA DOJ so don't try. Just keep it for your own records.

That form is used by dealers when a gun is put on consignment sale. They record the seller's information on a DROS Worksheet for later entry into the DROS software when the consignment gun is purchased and an actual DROS is started online.

I might add that dealer consignment sales are treated as PPTs.

Here is the link to a worksheet - that many folks have used in PPT transfers of off-list items from one end of California to the other. Though a huge divide exists amongst FFLs as to it's applicability, legality and use. I know a few FFLs that have used this and been audited in the past 18 months with no issues. I support these FFLs as much as possible.

Like others have stated, the DROS is electronic now. A PPT form does not exist. The form is a hard copy of the DROS and called a DROS Work Sheet: http://ag.ca.gov/firearms/forms/pdf/dros.pdf and is used at Gun Shows when there is no internet access. It is also used for Consignment Sales for FFLs.

There are DOJ MANDATED printers. All FFLs were given a printer by law when the conversion to computer transmission was started along with a HP printer. When those needed to be replaced it was uptto the dealer to buy new ones. So, there are no mandated computers or printers.

FFLs do not sign up with DOJ beyond getting all the CA required licenses. When you met the criteria of a FFL all you havae to do is follow the procedures. The DROS process has no "software" we have to have, it is all in the DROS process that we use at initial log in to the DROS Process. We do use the DOJ process accessed off the internet. Again, we can use any printer we want.

As halifax says, you can use the form personally to show that you did sell a firearm to another person for your own records but it will not do anything with the state unless it is processed by a FFL.

What?

Yes, FFLs use them when internet access is not available (e.g., gunshows) but they MUST still submit the data when access becomes available.

Non-licensees must NEVER use this form to circumvent the law that requires them to use an FFL to transfer firearms which would be in ALL cases except long guns 50 years or older configured as original.

Legal vertical Intra-familial handgun transfers use a different form.

ETA: Dealer will also use the DROS Worksheet to gather preliminary information on consignment sales from the seller.
