It already is, and has been, since at least May of last year.

Has Glock made additional changes to it since then to make it a truly new generation?

What you're talking about is the Gen3 RTF2, not the Gen 4. The Gen3 RTF2 was never called the "Gen4." Glock specifically stated that it was NOT the Gen4, and that the Gen4 would be coming later. Whoever told you it was a Gen4 has no idea what they're talking about. Those "some people" who still called it a Gen3 were correct.

Thanks for the clarification. I never thought of the RTF2 as a new generation myself, and I'm happy to hear Glock wasn't trying to push it as one.

Yes. interchangable backstrap, different slide, different grip texture, and different recoil spring, to name just a few.
"Did I say "republic?" By God, yes, I said "republic!" Long live the glorious republic of the United States of America. Damn democracy. It is a fraudulent term used, often by ignorant persons but no less often by intellectual fakers, to describe an infamous mixture of socialism, miscegenation, graft, confiscation of property and denial of personal rights to individuals whose virtuous principles make them offensive." - Westbrook Pegler
