Just recently won auction on a Randall 45,the seller is willing to ship to my ffl.
My ffl is now saying that he does not think doj will approve.
How would they know? and as my ffl is not selling the gun from inventory is it ok

Your FFL is right. Don't see it on the roster so he can only sell it to an exempt person (typically LEO).

For future reference, please check before you place your bid.

CADOJ would know that the firearm is not on the roster when the DROS is submitted, and your FFL did not enter a roster-exmeption code. I don't even know if the the DROS can physically submitted for a non-rostered handgun if there isn't a roster exempton code listed.

I'm sorry to be the brearer of bad news, but the Randall pistols are not on the safe gun roster, and aren't C. & R., so outside of a PPT or an inter-fam. transfer, they can't be shipped in to California other than to a LEO.
