Can I still purchase a handgun if I had a 415 infraction for disturbing the peace?

Its an infraction, if it was a misdemeanor that would be a different thing.

From what I understand, most misdemeanors will not disqualify you from purchase/possession of firearms in CA.

An infraction does not prohibit you.

If it was actually an infraction, it will not be a prohibiting conviction. Only Felonies and very specific misdemeanors will prohibit you from owning a firearm. PC 415 isn't one of them... I think.

You might have a little more trouble getting a CCW with a PC 415 conviction though... depending upon the actual circumstance.

Yes you can, I unfortunately have one. Mine was a misdemeanor not an infraction though.
