I am looking into buying a C&R handgun (cz82) The place I called to do the transfer said it would be 70 dollars for all transfer fees out the door. Does this sound like a fair price or should I check around?

Yes, $35 is the max they can charge for CA-defined PPT transfer. That is for two CA-residents who both go to the same FFL to do the transfer. Any other type of transfer is not a PPT transfer, and there is no limit to the fee. Any firearm shipped to the dealer to do the transfer, coming from the dealer's inventory, or hand-delivered by an out-of-state resident is not PPT, and there is no maximum fee.

Most likely the OP is talking about a non-PPT transfer, but I asked him to confirm it.
