Yep and Yep.. Unless Private Party Transfer (1 every 30 days)

Yes, you must have an HSC.

Purchases of new handguns are 1 every 30 days.

Private Party purchases of used handguns are limited only by your budget...as many as you want, when you want them (except Los Angeles city IIRC).
