PPT transfer questions?

hey CG,

So my college buddy from AZ will be hanging out with me in CA over the xmas holidays, can he just PPT in-person transfer any of his non-roster handguns to me, say HK45?

If so can he transfer over a STI lower or does it need to be a complete handgun?

This is of course assuming no-10+ rounders.....

Nope. Non-Rostered handguns must first come into the state by way of the owner moving to california. Then, the handgun in question needs to have paperwork submitted to CADOJ within 60 days of moving here with a $19 fee. Then, your new CA resident friend can PPT the non-rostered handgun to you. Sucks, I know.

You are correct except they don't have to register it first. The registration can happen by the new resident PPTing a gun, during the DROS to the new owner the gun will be registered.

TO answer the OP, no he cannot PPT you a gun. PPT is a transfer between 2 residents of California in which they meet at the same dealer at the same time. What you want to do is a transfer and the Roster applies to a transfer.

... and it's an INTERSTATE transfer - no off-Roster handguns unless you're LEO or related parent-child-grandchild.

The states of residence of the buyer and seller determine 'interstate', not the geographic location of the gun.

There is nothing in the law that prevents you from doing the transfer as a PPT at an FFL (that's exactly what it is, regardless of where the buyer is from) but the DROS system will not accept it unless the other party has a CA ID.
