No, the gun must already be registered here in Cali. It can not be bought out of state and brought in. Sorry.

It can be brought in ONLY if the seller were to move here, register it, then PPT to you. Likewise, you could move out of state, buy it, then move back.
Not really an option, but if you happen to know someone moving here and willing to do the transaction, it's at least one loop hole.
