    Handgun purchase proof of residency requirement

    I've googled the proof of residency requirements, and it seems like different stores have different policies. My particular scenario is this: I recently moved, so the address on my drivers license does not match that of my physical address. Likewise, none of my government issued documents (car registration, pink slip, etc) match the new address yet (though ironically my FFL03 does). However, I was told in the past that I can't use the FFL03 as a proof of residence. I do have utility bills with my new address, but I've read that you need a government issued document (so utilities don't count).

    As far as the law is concerned, is this true, or are stores just trying to cover their butts? One of the stores I called said that all I need is a utility bill in the case that my DL address is different from my DROS address. I'd expect gun stores to do everything by the book, but if there's a mess-up that gets caught during an audit, who's liable: me or them?

    If you have researched this then I trust you came to the part listed as "other" which is defined as a government issued license with your address and an experation date on it. That pretty much describes your 03 FFL to a T. I have used mine at several So. Cal gun stores and the only person to absolutely refuse it was Ade's, kind of a pisser but they have you over a barrel at that point. Heck even the idiots at Turner's took it at several of their locations.

      Utilities bills don't count as proof of residence? That sounds like BS to me. Normally, utility bills should establish at least 90 days of residence. But a lease agreement in your name (if you're renting) should do.

        A signed and dated rental agreement by which the individual (tenant) agrees to pay a specified monetary sum or provide other consideration at fixed intervals for the right to occupy an abode.
        Property deed the bears the individual's name and either of the following:
        The individual's current residential address as declared on the Dealer's Record of Sale (DROS) form
        or

        The individual's address as it appears on his or her California Driver License or California Identification Card, or change of address attachment thereto.
        "Property deed" means either or the following:

        A valid deed of trust for the individual's property of current residence that identifies the individual as a grantee of the trust
        or

        A valid Certificate of title issued by a licensed title insurance company that identifies the individual as a title holder to his or her property of current residence.
        Current, government-issued license, permit, or registration, other than a CA Driver License or CA Identification Card, that has a specified expiration date or period of validity. The license, permit, or registration must bear the individual's name and either of the following:
        The individual's current residential address as declared on the Dealer's Record of Sale (DROS) form
        or

        The individual's address as it appears on his or her California Driver License or California Identification Card, or change of address attachment thereto.
        Examples of acceptable proof of residency:

        Current DMV registrations.
        Electricity, gas, cable bill with purchaser's name onit from within the last 3 months.
        Signed, dated and notarized rental agreement/contract.

        Examples of documents that are NOT acceptable proof of residency:

        Hunting or fishing license (these documents are not issued by the government).
        Cellular phone bill.

          Go to DMV and pay $5 for a driver history. It will show your current address. Also, you can pay $18 and have a new vehicle registration card printed out. Very easy to do and very little waiting since they will put you in the express line.
