I just check the roster and saw a 3 and 5 inch Raptor models but no 4 inch? is the 4 inch raptor really not on the roster?

Yes the 4" Pro Raptor II is not on the roster.
It took me years but I finally found one in CA. An FBI agent consignment at Turners of all places. and I only paid $800. My full size cost $1,295 and the Ultra was $1,150.
