From my understanding its only a PPT if you meet the seller at the FFL to do the transfer. If the gun is already on the FFL's book then I do not think it could be considered a PPT.

Turner's does not run their consignments as PPT transfers, they use the "exempt" handgun category and this counts against your one per 30 days.Comment

They're still doing that!!!!!!!!.............I ran into this problem with Turners, I found out when I got rejected on another handgun for a 30 day violation, after a call to the manager, they canceled the first DROS, redid it the way other gun stores do it, and gave me a credit for the DROS that was bounced back.
