    "OFF LIST " Handguns

    This is how I understand this: 1). If the gun is ALREADY in the State there are NO restrictions for PPT's. 2). It can be sold in or out of State. 3). ANY LEO can buy an OFF LIST pistol form out of State. Am I right?

            I probably already know the answer but what if an out of state LEO gives a California resident a gift of an off list, not AW, handgun? Can it be legally registered then in California? My guess is no.

              An out-of-state resident can not give a CA resident any firearm as a gift without using a CA FFL to facilitate the transfer. Since it would be going through a CA FFL as a standard transfer, it would not be roster-exempt, so the answer is no.

              Only PPT/cosignment and intrafamily transfers are roster-exempt when facilitated through a CA FFL for non-exempt people.

                No they do not. There is a memo from DOJ on this even. Sworn officer badge/LE ID is good enough.

                  if you move to california, (for the life of me i have no idea why you would do that) you can bring your off roster with you, assuming sb23 compliance

                    Correct (generally). PPTs and consignment sales do not require handguns to be Rostered. DOJ insists the seller must have CA ID, though that is not in the law.

                    Correct. However the PPT must be face to face - DOJ says you can't ship your (non-Rostered) gun to a distant CA FFL where it's treated like an inventoried gun.

                    Correct. Non-Rostered pistols that are otherwise legal (non-AW, non-smoothbore, etc.) are allowed to be imported/sold to exempt parties like LEOs.

                      I thought that the roster was to make sure we can only buy safe guns that don't just go off and kill kids if you drop them n stuff, why do gun grabbers want LEOs to get the dangerous faulty guns?

                          It's also ok for residents of other states to bring in off list pistols if they are going to become residents of california and they register them in 60 days correct?

                            Yes, new residents can bring in non-rostered handguns that are otherwise legal. They would need to register them OR PPT them to another CA-resident within 60-days.

                              LEOs can, assuming they can find someone willing to deal with CA laws.

                              This was the last response I received when inquiring about purchasing an off-roster out-of-state revolver:

                              "I had a previous problem with a sale to CA. and won't do it again. Sorry, but you need better government. "
