    Ammunition Bill Signed Into Law

    SACRAMENTO, CA - Before the midnight deadline Gov. Schwarzenegger acted on 685 bills that were on his desk. He signed 456 and vetoed 229.

    One of the bills that he signed was Assembly Bill 962. It requires handgun ammunition to be kept behind the counter where customers cannot access it without assistance. It also requires gun shop owners to thumbprint people who buy handgun ammunition, as well as record their identification and provide that information to police.

    Schwarzenegger released a statement explaining why he signed this bill.

    "To the Members of the California State Assembly: I am signing Assembly Bill 962.

    This measure would require vendors of handgun ammunition to keep a log of information on handgun ammunition sales, store ammunition in a safe and secure manner, and require the face to-
    face transfer of ammunition sales.

    Although I have previously vetoed legislation similar to this measure, local governments have demonstrated that requiring ammunition vendors to keep records on ammunition sales improves public safety. These records have allowed law enforcement to arrest and prosecute persons who have no business possessing firearms and ammunition: gang members, violent parolees, second and third strikers, and even people previously serving time in state prison for murder.

    Utilized properly, this type of information is invaluable for keeping communities safe and preventing dangerous felons from committing crimes with firearms.

    Moreover, this type of record keeping is no more intrusive for law abiding citizens than similar laws governing pawnshops or the sale of cold medicine. Unfortunately, even the most successful
    local program is flawed; without a statewide law, felons can easily skirt the record keeping requirements of one city by visiting another. Assembly Bill 962 will fix this problem by
    mandating that all ammunition vendors in the state keep records on ammunition sales.

    As Governor, I have sought the appropriate balance between public safety and the right to keep and bear arms. I have signed important public safety measures to regulate the sale and transfer of .50 caliber rifles, instituted the California Firearms License Check program, and promoted the use of microstamping technology in handguns. I have also vetoed many pieces of legislation that sought to place unreasonable restrictions and burdens on firearms dealers and ammunition vendors.

    Assembly Bill 962 reasonably regulates access to ammunition and improves public safety without placing undue burdens on consumers. For these reasons, I am pleased to sign this bill."

          Now we get to enjoy another ammo shortage and price increase as everyone runs out to buy what they can.

          Can't wait till January 2011, when a 50 round box of .45 cost $55.

              I wonder what records Arnold was looking at...

              Because of his decisions on what to sign and what to veto, I have a really hard time figuring out what Arnold's stance on issues really is. He vetoes SB585, but signs AB962. He did say SB585 will hurt California tax revenue and I can see how someone might think AB962 will only increase tax revenue, since CA doesn't tax online purchases from out of state.

              I think people will just travel out of state or purchase ammo through PPTs. Tax revenue will not increase, since I imagine that the ammo supply will stay the same or decrease.

              We will still find ways to get all the ammo we need. Until the next legestlative season...

              What a joke this all is.

                      Technically, anything purchased online and sent to CA is taxable, but you have to claim it on your annual income tax return as a Use Tax. If you buy ammo out of state, form a retailer, and bring it back into CA, you are required to report that on your income taxes.

                          Somehow I'm drawing a blank remembering the last time I had to show my driver's license and give a fingerprint to buy a bottle of cough syrup?

                          In my email to him I detailed what a terrific financial loss this will cause in MY NATIVE STATE [NOT his, he ain't from around here!!!]

                          How many more tax paying citizens will finally decide this is the straw that broke the camel's back, pack up the old U-Haul & head elsewhere!? Oh, they'll be replaced, by more NON-TAXPAYING ILLEGAL ALIEN CRIMINALS & FUTURE GANG BANGERSof course!

                          How many more TAX REVENUE GENERATING businesses will say ENOUGH IS ENOUGH, SCREW THE 'GOLDEN STATE' BS!!"????

                          How much more burden can you force on California's businesses?

                          No provision in the bill for businesses to offset ANY of the terrific added expenses of re-training employees, building & installing new secure storage, potential catastrophic liabilities from making a MISTAKE transcribing info etc, records storage, forms in quadruplicate, fingerprinting equipment, wasted employee wage-draining hour$ manipulating the details of the bill & doing paperwork with no return on expenses. When they decide it's a lot cheaper to close up shop & get the hell out there goes those TAX REVENUES TOO, Mr. Governor!

                          All new expenses are now levied on the State Government Treasury to implement the entire bogus fraudulent system, a state that's already PAST BROKE! All new expenses to monitor & control, record keeping, legal enforcement that DRAINS TAX BASED REVENUES!

                          Yet another reason for folks to change their mind about relocating to California to set up a TAX REVENUE generating business, denying the state those TAX REVENUES!

                          Yet another reason for working citizens who desire gainful LEGAL employment that generates TAX REVENUES to choose another state to move to!

                          This is a governor who believes that ammunition sales are the problem in California!??? He believes that burdening citizens & businesses with a glut of oppressive governent excess is the answer? He believes its's a GREAT idea to put the screws to all recreational firearms use!!!? He doesn't care in the least what it will do to devastate the STATES TAX BASE!??

                          There goes the money & the state, Arnold, kiss it goodbye! Thanks so very, very much! Too bad you couldn't listen to the citizens, the thousands who contacted you, and use some common logic and simple financial computation & see that this is one of the very worst things you could ever do. Only one in a long list of your personal screwups of our once fine state!

                          Do us all a favor, Governor, GO BACK TO WHEREVER IT WAS YOU CAME FROM! WE CAN'T AFFORD YOU & YOUR SELF-SERVING, CONNIVING POLITICAL CRONIES!!!

                            It isn't going to lower crime one bit. Bad guys will simply use straw man purchases--get a relative with a clean record to go in and buy ammo in quantity, then split the ammo amongst the entire gang.
