I know that there is a difference between target loads and standard FMJs, please explain.

Steel can cause fires because it can spark if it hits the right object, steel is generally not allowed due to fire hazard at outdoor ranges. The generally accepted test for steel in ammo is "is it magnetic"? Steel is used because it is cheaper than lead. Some ranges will not allow lead due to condor law, and some places due to the threat, (or perceived threat) of contamination.
Target loads can be lighter or have less powder which will minimize recoil thereby allowing you to shoot more without the affects of recoil on your body, and because they are cheaper to produce.
The distinction can be more confusing beyond that.
IMHO FMJ (standard ball ammo) is target ammo, everything else is special purpose. Frangible, JHP, HP etc. are all for special purpose and are too expensive for target/practice.
