    Need help re:80% build

    I'm looking to build a fusion firearm in 10mm http://www.fusionfirearms.com/

    this is a kit only aka 80% build. I'm trying to A. make sure I can dros it. and B. find an ffl in socal/orange county to dros it.

    Any one out there that knows if I can do it and where can I have it done.

    No DROS necessary?!?

    The serialized receiver is the thing that gets DROSed when you buy a firearm from an FFL. The 80% is considered a lump of metal...not a receiver.

    The point of an 80% build is that you don't have to DROS it.

    Are you thinking of selling/transfering it after you complete it?

      What then, if anything, do you need to do when you turn the lump of metal into a functioning firearm? My search here was not helpful. If that 80% lump of metal is machined into a functional receiver, does it need to be "papered" in any way? Also, if there are no serial numbers on the raw receiver casting, does the builder need to add serial numbers?

      Do the same rules apply (re. 80% receiver buildups) to both OLL rifles and handguns (I know this is a handgun forum, but this helps avoid having to start another thread elsewhere)?

        Refer to the flowchart with respect to features that render the completed weapon an "assault" weapon.
        There are also SBS/SBR issues to familiarize yourself with.

        As far as paperwork, you are not required to register it, but you may register it for $19 directly with the DOJ.

        There are advantages and disadvantages to doing this:

        Disadvantage... you have negated the point of an 80% build by putting the gun and yourself "on the radar".

        Advantage 1 - If it is not registered, if a LEO does a serial number check on it (and there will be no serial number), it could be an uncomfortable situation resulting in your need to prove that you are the person who built the gun.

        Advantage 2 - California and BATF transfer laws still apply, so you would need to register it in order for an FFL to be able to execute a sale/gift transaction.

        Minimum requirement for a commercial build is manufacturer, caliber, and serial number, imprinted .05 deep into the metal.
        I don't know if the same applies to a home-build or not, but you would at the very least need to have a serial number imprinted.


        There are also issues with maintaining exemption from the CA handgun roster. The handgun needs to be built in an "exempt" form, IE, single-shot non-semi-automatic.
        After the paperwork is submitted, it can be legally converted to semi-auto.

          I was under the impression that if you built a handgun that is not on the roster, it must be in an exempt form once its built, then it can be converted. I thought you did not have to register it with DOJ?
          Will trade liquor/wine/beer for parts and accesories and ammo! PM me. Dont drink n shoot. Offer void where prohibited. Must be 21 or older, etc. etc.

            That is correct.

            Registration is voluntary.

            If you don't intend to register it, then all you need to do to be legal is complete the build in single-shot form, then do the conversion. Stupid to have to waste the time, but it's required to keep it legal.
            I'm not 100% positive, but this could probably be done on a 1911 design by blocking the magazine to hold only 1 round and fitting a modified mag release that requires a "tool" to release (IE: trim the buttons flush to the frame).
            Like I said... don't quote me on that. It seems to me that it meets the letter of the law wrt "single-shot".

            If you intend to register, then it must remain in exempt form until you mail the paperwork to avoid perjuring yourself as one of the check boxes is "Semi-Automatic" "Single-Shot". I suppose if you are the paranoid type, you could leave it as a single-shot until you receive confirmation from DOJ that the registration has gone through.


            I posted the only two advantages that I can think of regarding registration, but as Pete said, the whole point of the 80% build is to avoid the paperwork.... just make sure that when you are carrying/transporting/using it that you are 100% within the law (no speeding, illegal u-turns, etc...) to avoid the uncomfortable situation of a cop that may not be aware of the laws governing home-builds attempting to run the non-existent serial number.

            I would also completely photo-document the build process, including a clear photo of it in single-shot configuration, and make a small booklet with these photos and copies of the receipts. Yes, it's up to the DA to prove that you were not the builder or that the gun was not built in an exempt form... but we all know how that "innocent until proven guilty" thing works these days with the courts not being 2A-friendly.

              Single-shot also requires 6.5" barrel, and 10.5" OAL.

                ive been talking with them over the past week about the same thing. the kits come ready to have the internals installed so there not 80% frames like you would find with an ar15 80%. bob said that if i got him a single shot upper he would install it and ship it out to my ffl. the snag is a post from bwiese in another topic stating that single shot guns must come into the state as a complete, ready to shoot gun. therefore you could buy one of fusions complete guns and have the single shot upper installed and you'd be ok but you cant do that with the kits. i know i was totally bummed too. im waiting on a final quote and the instructions to get the ball rolling to fit my springfield with a new slide and barrel.

                  Hmm. So by bypassing the roster could we purchase a single shot upper, then have it installed on any handgun and DROS that handgun, while later installing the original slide?

                      i've found a potential source for them but i want to check into it some more before i go and tell everyone how good or bad they are. ill keep you guys posted as i learn more. i love the internet.... not quite as much as a pretty lady but still a lot.

                        It looks to me that these Fusion kits are NOT 80% as we know it.. the frames are complete frames NOT 80% frames requiring machining to finish them!

                          Ya, just went through their site again.
                          All kits and frames require shipment through FFL.
                          FFL means they are not 80%.

                          You may still be able to get one in configured single-shot.
