Need some help..

I've been a resident of cali my entire life. However, while I was in the military I purchased a few handguns in different states. I have been out of the military for about 5 years and have been back in cali since that time while my guns have remained out of state. So my question is, how can I get my guns back and registered here in cali? I know you have 60 days to register them through DOJ upon moving and entering cali, but since I've always been a resident, what do I do???

Your 60 days have expired since you've been here for 5 years now. You can try to contact your local FFL dealer to see IF they can receive your guns here in CA.

I am moving into California and I own several handguns. What are the new-resident registration requirements?

You are considered to be a personal handgun importer as defined by California law. You may bring all of your otherwise California-legal firearms with you, but you must report all of your handguns to the DOJ within 60 days as required utilizing the New Resident Handgun Ownership Report. PDF logo [PDF 518 kb / 2 pg] You are not required to report rifles or shotguns. You may not bring ammunition feeding devices with a capacity greater than ten rounds, machineguns, or assault weapons into California.

(PC sections 12001(n), 12072(f)(2))

12072(f)(2) says:

(2) (A) On or after January 1, 1998, within 60 days of bringing a
pistol, revolver, or other firearm capable of being concealed upon
the person into this state, a personal handgun importer shall do one
of the following:
(i) Forward by prepaid mail or deliver in person to the Department
of Justice, a report prescribed by the department including
information concerning that individual and a description of the
firearm in question.

So the 60 days is from the time that the handgun is brought into the state.

A somewhat similar situation is when a C&R FFL buys a handgun in person out of state, and then returns to CA with it. Perfectly legal, but he has 60 days to register it.
