Pretty sure this how it works:

You either have a gun lock with a receipt as a proof of purchase. The lock must be bought within 30 days to still be valid. If it is older and/or you have no proof of purchase, you'll still have to buy one.

That, or you have a CA approved gun safe and you can avoid buying a lock.

Someone can correct me if I am wrong.

You either have to have or buy a DOJ approved lock, or sign a document stating you own a DOJ approved gun safe.

You did and didn't get taken as all places will require you to purchase a lock. $10 is a bit more than most charge, even Turners is around $6.50.

Remember buy the lock then turn around and return it.
I think it can be confirmed that an alien xenomorph is absolutely no match for good ole' Alabama black snake!

There is a waiver that they could have you sign so I guess you got taken for $10.

My old FFL used to say he had to sell me one but if I didn't want it I could leave the store and walk back in to return it for refund. I actually did do that.

I don't like the cable locks or those bulky trigger locks. I found that a medium size aluminum case Master PadLock can be locked thru the trigger guard behind the trigger preventing it from being fired. 4 pack cost under $10 and is keyed alike.

the safe affidavit does not apply to pistols. Only for long guns.

Depends on the FFL. There seems to be four camps.

As of 2006, it is actually a federal requirement to have a lock with each handgun. It counts for both CA DOJ and the BATF if the lock is on the CA approved list. BATF does not recognize the safe as a lock.

              1. If the seller has a lock with the gun and it is on the DOJ list, then the FFL can make a note in the comment section on the DROS worksheet that a lock listed on the approved lock list was supplied with the gun - listing the make and model.

              2. Less often you only sign the California Safe Affidavit. Still need a lock for the FEDs.

              3. Another option is that you arrive with an unopened Child Safe approved lock from the local police at the start of the DROS and the FFL makes a note on the worksheet. This doesn't work at every FFL. Why? Insanity, greed, who knows?

              4. The most discouraging option is that the FFL demands that there is a receipt provided showing the lock was purchased in the last 30 days, and they keep the receipt. These guy's demand you buy a lock. My issue is that they keep the receipt. I've argued my way clear of this issue only once out of three times. It is the cost of doing business with them. It seems to happen when I have driven like 90+ miles and they have me in a pickle. Unfortunately, they loose any other business I could give them at that point.

Some will insist that you need to lock the gun before you leave the store. There is no law stating this. They have no liability to this as well. Once it is in a concealed container you can walk to your vehicle and put it in your trunk. If on a motor bike, lock the container however you need to and carry it in saddle bags or a backpack. This lock does not need to be a DOJ approved lock. Some PDs may insist, but as you are transporting between purchase location and home or shooting range or some other building that you own, or can legally possess a firearm any lock is applicable. The Trunk is also a locked box. The glove box, utility box or center console is NOT acceptable.

Always make sure you got the 10 extra just in case you gotta buy a lock.

But after Arnold signs the AMMO bill it won't matter anyway, cause you won't have any ammo and the end result is you have a finely designed paperweight, or a club.

For the most part, when I've PPT'd pistols I've never had to buy a lock when it comes with a factory lock.

The last PPT I tried at Turners, the seller included a lock and a home printed receipt stating he had sold me the lock on that day. They refused to take it and made us purchase a lock from them.

                YMMV.

A copy of your C&R FFL should satisfy the federal lock requirement. Then, all you have to do is satisfy CA law, which many of us can do with the Safe Affidavit.

                    Go with the flow...

I've had to buy a few locks in recent years when doing PPTs. I used to get away with showing my old receipt for my gun safe, but that apparently changed in the law or regulations and won't fly any more.

I'm resigned to buying the lock, and write it off mentally as a small $10 tax on a $600 purchase. There are plenty of bigger gun-related issues to get steamed about.

Go to your local police station, ask for some Child Safety Locks for your guns, they'll give them to you for free! Most FFL's will accept this - ask first though!

BS!!!!! The safe affidavit will fulfill the state's requirement. But, under Federal law, a handgun needs to leave the store with a lock. It can come with the gun, the shop can provide it to you for free or you can buy one. There is no proof of purchase needed to comply with the federal law. Many shops just err on the side of caution because they don't fully understand the laws and their differences. So, if the OP has a safe, he got screwed!!!!!!!!!!!!

That's what I kept hearing from the guys at Turners. I don't do business there anymore...

Turners has long been full of Fud. I shop elsewhere. If the gun comes with a lock that's all you need.
