NO..

As soon as you put a puttstock on it it's a rifle, you would be in violation of federal law.

If you put a 16 inch barrel upper, you can turn it into a rifle, but it can't go back to a pistol.

Can't do it. As stated in the post above, this is a federal issue and not a state issue. Felonies are bad!
