i got a question about ar15 lower

This guy on CL is selling a bushmaster carbon 15 lower that the magwell was sealed when he bought it, but he has not drilled and cut out a hole at the bottom so he can put a detacable mag in there, is that legal? He also said the bushmaster carbon 15 is on the oll.

This is ini the wrong section, but to answer you yes you can open the magwell to accept other magazines. Search on here as a few have already done so.
