Aero Precision EPC 9 - Pistol Question?

    Hello,

I was looking into building an AP EPC 9 as a pistol with an 8.3" barrel. Question I have is I was told two different things by two different stores and looking for some clarity.

1st told me I would only be able too if I pay to have them add their shop name to the lower and build it as a single shot with no gas tube. Not really sure what adding their name to the lower has to do with making it ok as a pistol. But I can understand the single shot requirement for ca.

2nd told me I would not be allowed to do what the 1st told me because the weapon is not on the CA roster.

Anyone have more insight on this topic they wouldn't mind sharing with me?

    CA unsafe handgun laws...

Unless you are an exempt person, a CA FFL dealer can not legally transfer a pistol receiver to you.

When a non-exempt person acquires a receiver from a CA FFL dealer it is typically CA DROS'd as a "long gun, other, receiver".
^In the past and some CA FFL dealers continue to do so, they were CA DROS'd as a "long gun, rifle, receiver".

Using a receiver that was DROS'd as a "rifle" to make a handgun, causes the resulting firearm to be an illegal SBR (weapon made from a rifle).

With an exemption, a receiver can be CA DROS'd as a "handgun, pistol, receiver" or as a "handgun, pistol, semi-auto, receiver".

    Per CA DOJ BOF...
... a receiver that is DROS'd as "pistol, receiver/frame" can only be utilized to make a CA legal handgun that complies with CA unsafe handgun laws, CA assault weapons laws, and CA generally prohibited weapons laws.
... a receiver that is DROS'd as "pistol, semi-auto, receiver/frame" can be utilized to make a CA legal handgun that complies with CA assault weapons laws and CA generally prohibited weapons laws.

Because of CA unsafe handgun laws, unless you are an exempt person, the AR style pistol must be made into a dimensionally compliant bolt-action single-shot pistol or as a dimensionally compliant break-open single-shot pistol and, while in CA, it must remain configured as such in order to remain CA legal.

The first store told you they are willing to make you a dimensionally compliant break-open single-shot pistol that is patterned after the Aero Precision EPC9 and transfer it to you via SSE2.
^Since they are making the firearm, they must legally engrave their info on the firearm.
~Per CA DOJ BOF, in order to remain CA legal, this handgun must remain configured as a dimensionally compliant break-open single-shot pistol.

The second store told you because the Aero Precision EPC9 is off-Roster assault weapon they can not legally transfer it to you.

The Juggernaut Tactical AR9CA is an on-Roster bolt-action repeating 9x19mm pistol.

Because it is on-Roster, after it is transferred, it can legally be modified into a semi-auto pistol with a fixed 10 round magazine.

      IMO...
This is the least expensive method of acquiring a CA legal 9mm AR pistol.

Note that CA assault weapons laws requires all semi-auto AR style pistols to operate with a fixed 10 or less round magazine in order to be CA legal.
