    So what are the chances that firearms sold by them will have to be forfeited? If so, would it only be the Staccato and CZ Shadow 2 SSEs in question or everything they've sold? What's the proper recourse for the buyers in this scenario?

      From previous incidents in which a CA FFL dealer incorrectly transfers an off-Roster handgun...

      The fault is with the CA FFL dealer that transferred the firearm.

      The CA FFL dealer gets censured (fined and/or CA firearm dealer license revoked) by CA DOJ BOF.

      The transferee receives a letter from CA DOJ BOF requesting the transferee to return the off-Roster handgun to the CA FFL dealer that processed the transfer or the CA FFL dealer that replaced that dealer, for replacement with a similar on-Roster variant or for store credit with the CA FFL dealer.

      Since this is simply a request, there is no legal requirement to comply with it.

            The original P22 had a threaded barrel, which was sold through CA FFLs to CA residents. Had to be sent back to Walther to permanently attach the barrel nut.

              The issue with the original Walther P22 issue was not because it was an off-Roster variant, the issue was because it was an assault weapon and CA DOJ mistakenly approved it to be placed on-Roster.

              The CA DOJ notification for the Walther P22 was mandatory, because failure to comply meant the possessor was in possession of an illegal assault weapon and they would be prosecuted for it, even though it was legally transferred to them.

              Because it was a mistake on the part of CA DOJ, possessors were granted a grace period (limited immunity from prosecution) to get it made CA legal.

              At the time this was going down, there was only one variant of the Walther P22.
              Walther had to create another variant, P22CA, in order to make it CA legal.

                Ironically they used loctite to permanently attach the muzzle device.

                  SUBJECT: Cease Importation, Sale, and Offering for Sale of GKY Outfitters Pistols That Were Fully Assembled Semiautomatic Pistols Converted to Single-Shot Configuration

                  The California Department of Justice (the Department) has become aware that some California firearms dealers are selling and offering for sale certain pistols that were imported into California from an out-of-state entity called GKY Outfitters (GKY). These GKY pistols began as fully assembled semiautomatic pistols that GKY purchased from another manufacturer. GKY then converted the pistols to single-shot configuration, and sold them to California firearms dealers. These pistols are not listed on the Roster of Handguns Certified for Sale (Roster) and meet the definition of an “unsafe handgun” under Penal Code section 31910. For the reasons explained below, Penal Code section 32000, subdivision (a) prohibits importing into the state for sale, keeping for sale, and offering for sale these GKY pistols. Any California firearms dealer must accordingly cease the importation and sale of these GKY pistols.

                  Under Penal Code section 32000, subdivision (a), an unsafe handgun cannot be imported into the state for sale, kept for sale, or offered for sale. Doing so could result in “imprisonment in a county jail not exceeding one year.” (Pen. Code, § 32000, subd. (a).)
