They are not getting 'virgin frames' (i.e, to avoid tagged as semiauto).
Reliable reports tell me GKY is re-marking the guns (07 FFL?). They are
are then being DROSed as GKYs and not HK, Staccato, etc. They appear to
then be SSE2'd as such before xfer/pickup.
The actual wording of AB1964 modification to PC 12133 (and the renumbered
section) really doesn't have restriction by brand, just _any_ history of semiauto,
period. I don't see how that gets re-set by rebranding esp when that gun had a
documented history of mfgr (incl QA test) as a semiauto.
I'd hate to see buyers lose ~$1+K if seized. I'm unclear that relevant parties have
have cash reserves for refunds. I do not forsee the end buyers having legal issues,
just prospect of gun loss. (Which of course the FFL would not get back after seizure
to resell elsewhere and recover funds to refund back to buyers.)
The only chance for handwaving I see akin to that of the DOJ's fix for Iggy's approval
screwup on Evan's Gunsmithing of Colt ARs with fixed mags back in 2006. These guns
were remarked as "Evan's-Colt..." to not be considered listed on the Kasler list of banned
AR/AKs after a half? all? day DOJ meeting in Oct 2006.
