Shooting range?

Hey guys I'm sure there are some range masters or guys that have worked at ranges on here that might know the answer to my question.

What is required to open a shooting range? I am sure there is paper work out the a** with the ATF and getting certified. But is the rest all City laws? or is it a fed thing? Just curious.

I helped run range in the Military, so I am of no help. I'm sure there are Federal laws, State laws, and City and County Ordinances, etc., etc.

The ATF is the easy part. EPA, City licences, State licences, DOJ, location to schools, come to mind.
