You can PPT one but I don't have to tell you that would be expensive. If you're just trying to get one (and have future plans to relocate out-of-state) I think you might be able to buy one with a muzzle extension that is pinned and welded to 16 inches and have a buttstock that brings it over the minimum total length for a rifle. I suggest that you call Atlantic and ask Blaine to be sure.
Since the Mini Draco was manufactured as a pistol, when you move out of CA you should be able to legally return it to "pistol configuration". There was an ATF ruling some years ago that allows owners of Thompson Contenders to be bought as a pistol and be legally switched back and forth from rifle configuration to pistol so long as the long barrel is ALWAYS installed before the stock is. The main catch on this ruling is that the firearm MUST be manufactured originally as a pistol to be changed back and forth like this.
I'm not an attorney, and I no longer live in CA nor follow its insane laws - so please verify from a current source that you can do this legally. I'm just trying to help you by pointing out various options. Good luck, I have a mini Draco (bought in CA during SSE) and have no intentions of ever selling it.
One last tip I almost forgot, CNC Warrior sells adapter bushings so you can take the 14mmLH x 1 up to either of the popular Krink sizes so you can more easily use muzzle devices designed for short AK'sComment

Did you register it as an assault weapon with a bullet button before 2017? If not, did you install a mag latch on it so that you must disassemble the action to remove the magazine, and only use ten round mags? These are questions to think about, not to answer. On the other hand, I understand he doesn't want to have an admission that his gun is non-compliant all over the web.
