Whatever is listed at the end of 2006 stays listed. SB23 features limit is still in force.

The DOJ gave up authority to list new guns, as they were embarassed by us finding out about their lack of updating the Kasler list for over 5 years...

If I've got it right, to add a handgun to the list, it will need both a chamber indicator and a magazine disconnect.
So, a lot of new handguns may not get listed.

The chamber indicator and magazine disconnect only applies to newly created handguns - not handguns already on the list.

When a handgun already on the list has to be renewed. Does the gun have to be retested with the new standards or is it just another fee to be paid by the manufacturer?

Once on the list there is no new testing - just a new fee.

This idiocy brought to you by the larger manufacturers who wanted to use this as an anti-competitive device against smaller manufacturers.

If there are new changes to the firearm, will they still remain on the list? For example if glock decides to add an accessory rail to the G36. If adding an accessory rail does not constitute the need to re-test what would?

I think any modification requires a retest.

Many firearms are on the safe handgun list in their varying finishes. So if finish causes testing then I would imagine that even slight modifications to the firearm would cause the manufacturer to have it tested.

Furthermore, if a gun manufacturer decides not to renew a particular model right now but tries to bring it back later, that gun will then have to have a loaded chamber indicator and a magazine disconnect. The ones that are on the list now are safe from the new law so long as the manufacturers keep renewing them.
