Question about SSE vs Semi-auto registered lower...

I'm sure some of you may have seen in the marketplace there is someone selling a stripped lower that is registered as an SSE pistol.

I am interested to build an AR pistol, but I'm unsure of the distinction between registered as an SSE pistol and a semi-auto pistol. If I were to buy this lower, would the SSE registration have any effect on how it has to operate and what parts I'm allowed to use in building it?

I've looked online and on this forum and just ended up more confused, and I'm not sure if a lot of the info still applies in 2020.

Does anyone have experience with this that can clarify? Would it make sense for me to buy this lower if I want to use it to legally build a regular functioning semi-auto AR pistol?

Buying a brand new lower from a dealer: Franklin CA7(11,13) is your only choice(s).

Private party transfer: anything goes, as long as it is DROS’d to you as a pistol (most likely dealer would want to transfer a “complete” handgun). If someone bought a “single-shot” pistol lower, completed it into a CA legal semi-auto pistol and sold it - who knows where that would land.

My $0.02 would be to be up front about how it was previously dros and confirm if it has to be complete pistol with maglock when you transfer if

Even as a semi auto pistol still has to be mag locked and no more than 10 rd mags

If you DROS it as a single shot, it can not become a semi-auto.
This is because it's been illegal since around 2013-2014 to make a semi-auto pistol from a single shot pistol.

You need to DROS it as a semi-auto, which usually means it needs to be fully assembled as such in order for most FFL's to PPT it to you AS a semi-auto pistol.
A stripped receiver can't be a semi-auto under state laws as the rest of the mechanism that makes it semi-auto is not there.
That's the very same reason that AW's can be disassembled and they cease to be semi-autos according to the state.

I believe it was legal to convert from SSE prior to 2014. The SSE law went into effect in 2015.

No FFL is going to DROS a bare AR lower as a semi auto pistol frame, without proof it is already a semi auto pistol in AFS. And most FFLs will not DROS a bare AR lower as semi auto pistol period.

The best way to get an AR pistol and stay out jail, is to DROS a complete semi auto AR pistol.

I think the uncertainty around so called sse2.0 is why people are paying $2-3k for AR stripped lower dros as semi auto vs getting FA ca7 for $1k
