Trying to sell a on ca roster hk usp I'm in norcal and the buyer is in socal can I ship it to his ffl and how would I take payment from him safely

If it is on roster and still in the original roster config (which means no cerakote, no stippling, no frame or slide mods) then yes it can be shipped. Safe payment is USPS money order, wire transfer or Zelle. Not Paypal, not Venmo, not anything else.
You will have to find out from his FFL how he wants it shipped. Some will only take it if it comes from another FFL. And be sure the receiving FFL reviews photos before shipment and agrees to process it as an on-roster dealer transfer.Last edited by SkyHawk; 10-12-2020, 6:54 PM. -
This is entirely dependent on the FFL. Some will deny the transfer out of caution (fear of CADOJ audits), and others won't. Modifying/altering it so that it no longer exactly matches the listing makes the handgun an off-Roster handgun.
It needs the OEM parts installed and needs to retain the exact listed factors (markings, caliber, color, barrel length) that is listed on the Roster, to still be considered on-Roster.
A PPT of a handgun exempts the handgun from needing to be listed on the Roster of Handguns Certified for Sale.
A PPT is a face-to-face transfer between CA residents that is facilitated by a CA FFL dealer.
^If one the parties involved is a non-resident of CA, then it's not a PPT.
^If the firearm is shipped, then it's not a PPT.
A non-PPT of a handgun needs to have the handgun listed on the Roster of Handguns Certified for Sale or be exempt from it (LEO sale, C&R, OTP, SAE, SSE2).Last edited by Quiet; 10-12-2020, 9:45 PM.sigpic

Guns don't have part numbers on them though. Guns are sold without boxes all the time. The gun is what matters. Being able to identify the gun and it's configuration before processing it as a roster gun is important if a FFL wants to stay in business. That allows THE ORIGINAL MANUFACTURERS to make color or other minor changes and add the variants to the roster. But the color change, sight change must still be added to the roster. That is why color changes have their own roster listing, and same goes for sight changes.
It does not allow random people to dye, spray, stipple etc guns and keep their roster status as if it were still the original gun.
Now many FFLs will process roster guns with different sights or grips even if those changes were done by someone other than the factory. But most I know will draw the line there.Last edited by SkyHawk; 10-13-2020, 2:21 PM.Comment
