Most will say epoxy is "permanently"

(a) A feeding device that has been permanently altered so that it cannot accommodate more than 10 rounds.

(b) A .22 caliber tube ammunition feeding device.

(c) A tubular magazine that is contained in a lever-action firearm.

I bought a Glock 17 Gen 4 where the Mags were affixed this way and I was fine.

The only issue is that sometimes these DIY mag block solutions don't let you load up to 10 rounds, depending on how the person blocked the magazine. I had one of the 2 mags I got with the gun that I could only load 9 rounds into it.

Yep, epoxied or riveted seems to be considered permanent.
