Private party transfer question

I apologize if this has been posted and answered here before, but I have been researching this question to no avail. Can I use my out of state drivers license "Texas" to conduct a private party transfer and sell to a California citizen who has a California license? I can't currently make an appointment with the dmv for California identification due to everything going on

PPT can only be done from one to another and both must have CA DL.

no, it would be equivalent to shipping in from out of state. roster applies for handguns.

You'll have to dig into this a little deeper with some searching.

I believe you can do the transfer, but it will not be a PPT and the handgun roster will apply. It will be like you were out of state and mailed a gun into the state to an FFL and he then conducts the transfer to the local buyer. He will be fee to charge you more, so it is worth a phone call to said FFL to confirm the situation.

Or CA ID, or military ID and PCS orders to CA, but yes.

As already noted, using TX ID suggests one is a resident of TX, and residency in different states would create a Federal 'interstate transfer' and cannot be a CA 'private party transfer'.

The consequences are
- the Roster applies to handgun sales
- the 1-in-30 limitation applies
- the FFL may charge a fee different from the $10 specified by law for PPT

In state of CA,
- the PPT is for CA resident to CA resident only.
- If one party does not have CA DL then can NOT do PPT.
