The transfer must be facilitated through an FFL. Not an easy thing right now. Call around and hope someone will do it for you. Maybe offer to buy lunch for the store, or something nice for their time.

The gun is under your name only under California system, which means it is legally transferred by FFL doing business in CA. Outside California, in most states, there is no system to maintain such huge list showing what guns you have. The paperwork you fill out in gun store outside CA is just federal background check.Comment

My dad is gifting me an AR pistol from a different state, and I am physically bringing it to Ca with me. Does it 100% need to go through an FFL or only if he was going to ship it to me? I had called an FFL in Ca a week ago and he said he wouldn't transfer an AR pistol and said I should send the firearm registration form to the DOJ instead. Also, I believe it will only need to be maglocked for it to be Ca compliant, it has a flash suppressor and pistol brace on it already... please correct me if this is wrong as well.Thanks in advance for the help!

Failure to utilize a FFL equates to a Federal felony for everyone involved with the transfer. [18 USC 924(a)(1)(D)]
CA laws requires a CA resident to utilize a CA FFL dealer to legally import a firearm they acquired in another State. [PC 27585(a)]
Failure to utilize a CA FFL dealer equates to a misdemeanor per long gun and a felony per handgun. [PC 27590(a)&(c)(7)]
Therefore, you taking possession of the handgun and bringing to CA equates to a Federal felony for your parent and a Federal felony for you, in addition to a CA felony for you.
In order to be legal under Federal and CA laws...
1. The firearm needs to be modified so that it is CA legal and can not include any large capacity magazines.
2. You need to find a CA FFL dealer that knows about and is willing to facilitate an out-of-state intra-familial gift transfer.
3. Your parent ships the firearm, with a gift letter & a copy of their valid State issued DL/ID, to that CA FFL dealer.
4. Once the firearm arrives at that CA FFL dealer, it gets transferred (4473/DROS/10 day wait) to you.sigpic

That depends on the CA FFL dealer.
There are no Federal laws that mandate a FFL be utilized to ship a firearm, so it is up to the individual FFL to determine if they are willing to receive a shipment from a non-FFL or from FFLs only.

If "SB" means San Bernardino, then contact 2A Zone in Alta Loma/Rancho Cucamonga.
2A Zone knows about and does out-of-state intra-familial gift transfers and will accept shipments from a non-FFL.sigpic

I don’t know of any Maglock devices that will work for that lower and Glock mags. But then again I’ve been wrong before. Good luck. Probably better off getting a real AR pistol lower and build from there.Comment
