                The pistol is CA legal, but because it is not listed on the Roster of Handguns Certified for Sale, it can only be transferred via exemption (LEO sale, PPT, etc).

                In addition, because the pistol does not have the CA mandated safety features, it is not eligible to be listed on the Roster of Handguns Certified for Sale.

                So, even though it is CA legal, the only method to legally acquire it is via an exemption and if you do not qualify for any of the exemptions, then there is no way for you to legally acquire it.

                    Depends on your usage of "new".

                    A "new" model, similar enough to one already on the Roster by the same company, can be put on the Roster without the testing and without needing the mis-features.

                    The 'same company' bit is why, say, Remington cannot add a gun similar to an Ed Brown model, even though both might be "1911" models.

                        Even if it was the first gun ever with microstamping, a LCI, and a magazine disconnect, CADOJ still wouldn't approve it. They would give hate speech as the reason for rejecting it.

                        Expect the assembly to pass a bill next session that no gun can have a likeness of President Trump or use his name. Punishable by life in prison without the possibility of parole.
