    Forgotten AR Pistol Lower

Hey guys, buddy of mine never got around to completing his pistol but did manage to engrave it with all the proper info and his own serial number. He built it off an 80% pre july 2018 and he milled it himself but it looks professionally done, the milling looks way too clean just like a stripped lower but with personalized engravings/markings for identification. Can he now slap on any pistol upper or is there any registering that needs to be done?

    The 80% ship has sailed.

"It is currently CA legal to modify a double-action revolver into a single-action revolver and modify a single-action revolver into a double-action revolver.

CA DOJ BOF stance on modifying handguns only applies to dimensionally compliant bolt-action single-shot pistols and dimensionally compliant break-open single-shot pistols.
^It does not apply to revolvers, manually operated repeating pistols, and semi-auto pistols." ~~ Quiet

Yes, as of now. But for the people who engraved before july 2018 and didn't register, are they good to finish and take out?

        Chop it up, destroy it.

        This is not a joke.

            Lol,
Only in California where people finish their 80%... and then register it.

Isn't as bad as people who have those "Don't tread on me" stickers on their Ford F150s.... and at the same time converts all their rifles to featureless.

Since your buddy did not voluntaily register the self-made firearm with CA DOJ before 07-01-2018 [PC 29181(c)] and did not submit a USNA before 01-01-2019 [PC29180(c)]; technically, your buddy is in possession of a illegal self-made firearm [PC 29180(g)] and it is subject to confiscation [PC 29180(d)(3)].

Sounds like a toll question or just oblivious no way to legalize as handgun in Ca now. Ship has sailed. Now a rifle lower when he gets serial number from doj and volregs. Smitty fud

I never understood why anyone would buy an 80% just to register it.
