I can't see the end of the Barrel, but it appears to be threaded.....this would be a No No. The one I have has that area milled into a triangle so I would suppose it could not be threaded. Based on the threaded barrel, I'm gonna go out on a limb here and say its probably not California Legal. But if it was not on the "Ban" list, you probably can get a barrel without threads for it. Just so you know in advance....they suffer from terrible Trigger Kick Back. Not pleasant to shoot...

Looks homebuilt or other manufacturer than Cobray, or SWD. Not original trigger

Threaded barrel is fine if it is single shot or has a fixed mag that requires disassembly of the action to remove.

However, if this is for sale in VA I doubt it has any of those features.

Anyhow, OP is not asking if it is CA legal, he is asking who made it. To that I say we have no idea, it looks homemade or done by a small shop. It looks like a kit made from a flat. And yeah, no selector/safety.

All of the engraving looks done by hand with a dremel or similar.

Anyhow the answer to the question is probably on the other side of the gun. It probably says “Bubba was here“
