It depends. Just a short list
1) Ruger Security Six can be found for $450. Hell of a gun for the money.
2) Gen 3 S&W autos. Great guns that run between 500 to 1000 depending on model and condition.
3) Ruger P series. The just work and can be had for lest than $300. The Triggers are bad but the are safe and you should be able to hit what you are aiming at.

I take it that by best value you mean a lot of gun for a little money, excluding gauging ,and off roster premiums.

Tri_star P120 Or T120 if you dig the looks of Baby Eagles.

SAR has some very nice copies of Sig And CZ that cost next to nothing in free states.
