    PPT question:

Hey guys, I'm from CA originally but have spent the last 4 years in Oregon. Throughout my time here I've acquired more guns than I can count and at one point bought a few Caspian frames. I'm planning on moving back to CA and I'm not sure if I'd use them all on builds and wouldn't want to pay the $19 ($19 x 12 frames = more than I want to spend in one lump sum).

Would it be completely legal to sell the Caspian frames via private party transfer (at an FFL of course) within the 60 days of moving in (I believe one of the options is to sell the gun, but was unsure if I could sell it within CA via PPT) so that I wouldn't be stuck with these fees? Or do I have to pay the fees first before I'd be able to PPT them?

    Thanks guys!

12072(2)(A) On or after January 1, 1998, within 60 days of bringing a pistol, revolver, or other firearm capable of being concealed upon the person into this state, a personal handgun importer shall do one of the following:
    (i) Forward by prepaid mail or deliver in person to the Department of Justice, a report prescribed by the department including information concerning that individual and a description of the firearm in question.
(ii) Sell or transfer the firearm in accordance with the provisions of subdivision (d) or in accordance with the provisions of an exemption from subdivision (d).
(iii) Sell or transfer the firearm to a dealer licensed pursuant to Section 12071.
(iv) Sell or transfer the firearm to a sheriff or police department.
    (B) If the personal handgun importer sells or transfers the pistol, revolver, or other firearm capable of being concealed upon the person pursuant to subdivision (d) of Section 12072 and the sale or transfer cannot be completed by the dealer to the purchaser or transferee, and the firearm can be returned to the personal handgun importer, the personal handgun importer shall have complied with the provisions of this paragraph.
12072(d) is the section regarding PPTs. So, once you get your CA ID/DL, you can PPT the firearms within the 60-day period instead of doing the Personal Handgun Importer registration.

Remember that you are limited to 5 handgun transactions (sales) per year. Each transaction may have multiple handguns (or frames) sold.

Thanks for the quick responses guys. I'm hoping I won't have too much trouble unloading these frames, from what I've read, people definitely want them they're just hard to get.

Doesn't the $19 fee cover all your handguns? $19 per would definitely Suck.

$19 per handgun for Personal handgun importer, voluntary registration, and C&R handgun importation forms.

            $19 total for op-law registrations.

I wish that were true, according to ab991frm.pdf:

Underneath, where you said $19 total for OP law registrations. It would be $19 per for my registration wouldn't it? Not total..

I was responding to tonelar at that point and was informing him that the $19 total for 1 or more handguns is only for "op-law" registrations, which is for stuff like intrafamily transfers. All other registration methods, including your "handgun importer" registration, is $19 per handgun.

Yes, you get to pay $19 per handgun to register them, unless you find someone to PPT them before the 60-day period is over. In that case, the buyer can pay the $35 PPT instead of you paying the $19 fee.
