Does "safe gun list" apply to handgun frames?

Apologies if this is a dead horse, but:

Assuming I was going to build a 1911: If I buy a 1911 frame, I know it has to get shipped to an FFL, but does the safe handgun list restriction apply to it in some way?

Or can I buy any frame I want and then assemble the pieces w/o interference?

right now it does apply, so you can't just buy a handgun frame.

Thanks - I forgot about them. If they can do it I'll check one of the local (SF) guys see if they're open to it. Doesn't seem to be any reason why it can't be done.

Whatever you do with a frame, make sure to post it up. That would make for an interesting project.
