    Fixed Mag AR Pistol Reg Too Late?

    Buddy approached me and asked about the need to vol register his AR pistol. He built it in 2015 and had it engraved with his own SN. He has it set up with a fixed mag. Has his option to vol reg expire with the July 1 deadline? I searched for the answer but it seems there is conflicting info. Does he have until Jan 1, 2019 to request and engrave the FMBUS DOJ assigned SN? I'm trying to help him out. Thanks.

    And it was built from an 80% lower in case that is not clear.

        He can modify it to have a "fixed" mag. ("fixed" means neutered.) One where you have to open the action to remove the magazine.

        Alternately, he can convert it to a rifle, and remove the flash hider and pistol grip with a fixed stock. (obviously it will need a longer barrel too)

        But immediately, if he has not already done so, separate the upper from the lower, and put a lock through the lower so it can't magically be reassembled.

        Do not reassemble the firearm until it can be made complaint.

        Alternately, he can destroy the weapon, turn it in, or remove it from the state.

          OP stated it is currently fixed mag...it is CA compliant in this configuration with nothing needed but to shoot it!

            But it is built from an 80%? Didn't it need to be assigned a serial or at least be vol reg'ed with your own serial by 6-30-18?

              Apply for a serial number, engrave it, and volreg it before the end of the yr

                There's no more volregging. The new process (Unique Serial Number Application) replaces the volreg process (Firearms Ownership Report).

                To stay compliant, his friend would need to submit the USNA on CFARS online, print out BOF 120 paper form with his thumbprint and notarize it, then once approved, engrave the FMBUS number onto the firearm.

                      Can be registered as sse 2 with fixed mag after receiving serial number from doj. The FUD persists. FYI polymer 80%ers out of state or in the trash after cutting in pieces.
